If you are creating a Delivery (vs Administration) it is because the test takers are not users with a Student Role in ADAM.
Deliveries are configured to allow test takers into the test in one of two methods:
- Ad Hoc - any test taker with the Test Code is let into the Test
- Strict - any test taker with the Test Code and unique authentication code is let into the Test. The authentication code is a field included in the rostering process for Deliveries.

Click the Deliver New button in the top right of the page. |

Delivery Setup contains (up to) five configuration pages. The Test chosen for the Administration determines what configuration settings are available. |

Dynamic StudentsThis step rosters the students eligible to take this test. If the Delivery is ad hoc, then a file should not be uploaded. Your file requires the information defined in the Field Set - Auth Fields. The template provides the format for the file you should upload. NOTE: If your students have accommodations, the accommodations should be appended to the end of the upload file. See Adding Accommodations to Delivery Upload of Students.

Click the 'download example template...' to get a sample import csv file. The proctor_group column in the file is used to separate the test takers into smaller groups. The same proctor group can be used for all students.
Add your file to the 'Choose a file or drop it here' field.
Choose Next after uploading your roster file. |

Allow Not Reseated - this should not be used for ad hoc Deliveries. If a student leaves the test, they can re-enter the test without the Proctor reseating them. Disable Auto Submit - If the auto-submit sessions rule is enabled for the client, this allows a specific Delivery to be excluded from that task.

Your Delivery will now show up on the Test Management | Deliveries page. It can be proctored or taken as an assessment by students during the Start/End window. |
