Back to OSCAR - Creating a Rubric 
While creating a rubric you have the ability to turn on the collect evidence field. When this is on it will provide the scorers a text box under each trait that the scorer can copy parts of the essay into or type out a reason they gave a specific score.
Here is an example of a rubric with "collect evidence" turned on
To turn evidence on or off go to Rubrics click the Collect Evidence toggle on or off as pictured below.
